He National Fund for Financing State Business Activity (Fonafe) appointed president of the Lima Drinking Water and Sewage Service company (Sedapal) to Hugo Fernando Obando Concha.
The appointment was carried out through Board Agreement No. 001-2025/007- Fonafe, adopted in the in-person session No. 007-2025 on November 26, 2025.
Obando is an agricultural engineer from the National University of San Agustín. In addition, he has an MBA from ESAN University. He has served as Vice Minister of Agriculture, as well as director of Agrobanco.
Likewise, Oliver Felipe Martínez Changra was appointed as president of the board of directors of the Arequipa Electric Generation Company (Egasa).
This agreement is adopted on directors of companies in which Fonafe participates as a shareholder.
Fonafe groups and manages the main public companies in Peru. Its function is to supervise, manage and finance the activities of state-owned companies, ensuring that they are aligned with State policies.
In that sense, it acts as a corporation that centralizes the management of state-owned companies, with the aim of improving their efficiency and sustainability.
