Dissemination workshop was held in Melo and Río Branco
The National Customs Directorate, the General Tax Directorate and the Social Security Bank made the call for the instances that take place in the Shopping Center and the House of Culture respectively.
The new border trade regime and other tax benefits approved by Law 20,419 and Decree 236/025 were discussed in depth.
“We came to present the new border trade regime, part of a Law approved by the National Parliament that has three tools that will be combined together or separately and that seeks, among other things, to help combat price differences with Brazil and also promote the formalization of companies or people who are working outside the system” explained the Accountant Alejandro Gómez.
“Basically, this Law has 3 tools, one is the importation of a basket of products without paying taxes, the other is a regime of exemption from employer retirement contributions for the creation of new jobs and, finally, a reduction in VAT within a 20 kilometer radius” he remembered.
PRIOR CUSTOMS DECLARATION
All measures come into effect next Monday, December 1.
The import regime without payment of taxes requires a simplified customs declaration, a procedure that must be carried out in an application found on the website of the National Customs Directorate. “It is a very simple procedure, with some basic data that must be uploaded. This must be done prior to the introduction of the products. Then you must go to the Administration, in the case of Cerro Largo, of Aceguá, which is the one that will control here, or otherwise the one of Río Branco” said the Division Manager, Northern Customs Region.
Initially, 12 products from the basic basket were included, 8 for food and 4 for personal hygiene. Among the foods are: beans, lentils, sweet cookies, salty cookies, yerba, coffee and cocoa. Regarding personal hygiene: toilet soap, shampoo, deodorants and antiperspirants and toothpaste.
SEMESTERLY EVALUATIONS WILL BE DONE
“It starts with these 12 products, but the Law establishes that the regime will be evaluated every six months, there is even talk of the creation of a Border Observatory with the participation of the intervening Ministries, the University of the Republic, Private Universities, Chamber of Commerce, Zonal Trade Associations and the PIT CNT” Contador Gómez detailed.
These institutions and organizations will permanently study the border situation, developing indicators and informing both the Executive Branch and Parliament to incorporate new products or remove others. “The authorities have already said that this is a first step, therefore, to the extent that the system is successful and that there are merchants who join, if the evaluation is positive there will surely be an expansion” he opined.
MERCHANDISE CANNOT CIRCULATE OUTSIDE THE 60 KM RADIUS
In order to import, entrepreneurs or small businessmen must have their companies formalized with an annual turnover that cannot exceed 22 Million Pesos.
“Businesses that enter merchandise under this regime must sell it to final consumers and it must be sold and collected within the same premises” remarked the Division Manager of the Northern Customs Region. “The merchandise that enters by this means must immediately go to the declared commercial premises that must be within this 60 kilometer radius and be sold and collected within that same premises” he insisted. “This is intended to ensure that this merchandise does not circulate outside this 60 kilometer radius” said Accountant Alejandro Gómez.
