"They are going to give him between 10 and 12 years of effective prison": Former regional councilor of Moquegua on Martín Vizcarra

Luis Caya, former regional councilor of Moquegua between 2019 and 2022, spoke this Wednesday with Peru21 about the sentence that will be issued by the Judiciary against the former president Martin Vizcarra for own passive bribery.

The former regional official highlighted that when the new councilors took office in 2019, they opened an investigation into the management of the former governor. “No one wanted to investigate. That’s where we discovered several things and within them information was delivered to the Public Ministry,” he said.

Caya indicated that, although there were suspicions of irregularities when Vizcarra served as regional president, “the regional councilors at that time were managed by him.” In that sense, he details that there was only one opposition councilor, “the others were manipulated by Vizcarra.”

“In the Regional Council they shielded it, they accepted everything, they never investigated it. And the Public Ministry also filed 40 complaints,” he questioned.

“Vizcarra chose Unops”

Luis Caya revealed that the then regional president of Moquegua, Martín Vizcarra, chose the United Nations Office for Project Services (Unops) to recommend which consortium to deliver the good contract. In that sense, he pointed out that in total there were three international organizations that were evaluated by the Regional Government.

The other two international organizations did allow the Comptroller’s interference. Furthermore, they delivered the good news. On the other hand, Unops does not, the Comptroller does not intervene and does not provide the good advice, but only recommends. The one who delivers the good news there is Vizcarra,” he told Perú21.

Likewise, the former regional councilor pointed out that the former president accredited two officials as representatives before Unops. “He knew the entire process, because he accredited two officials for the entire process,” he said.

“He would seek asylum in Brazil”

Luis Caya considered that Martín Vizcarra will not appear at the court hearing this Wednesday, in which the sentence against him will be read. According to the former regional official, the former president could seek asylum in Brazil “due to the links he has with Odebrecht.”

However, he says he is sure that the former president will receive a conviction. “I am even predicting that they are going to give him between 10 and 12 years of effective prison,” he stated.

The former regional councilor ruled out that Martín Vizcarra has hope that his brother Mario can win the 2026 General Elections. Caya considered that the former president “knows the limitations that Mario Vizcarra has, which do not allow him to be the leader of a political group.”

“That is why it is necessary for Vizcarra to go underground and from there he can be the president of the campaign command. Just as Vladimir Cerrón does, who is going to be a candidate in hiding,” he asserted.

“Peru controls GORE first”

Luis Caya indicated that there are currently people in Moquegua who still support the former president. Along these lines, he assured that the Regional Government of Moquegua “is today controlled by Perú Primero.” “All officials, workers, have to be affiliated with Peru Primero, otherwise they will not be given work,” he assured.

However, he considered that if the sentence against Martín Vizcarra is condemnatory, the population “will reaffirm what was already known” and the former president’s political party “will be condemned not to cross the electoral fence.”
