For several years, acts of violence and crimes in the province of Pataz, La Libertad region, have registered an alarming escalation, because the State, through the National Police of Peru (PNP), has not been able to maintain an effective presence in the area, since it lacks personnel and adequate infrastructure.
This worrying situation has been evidenced in the Control Visit Report N°17701-2025-CG/GRLIB-SVC, which was prepared after the inspection carried out by personnel from the Comptroller General of the Republic to the police stations in the district of Tayabamba and the town of Retamas (Parcoy).
CRISIS
Structural damage consisting of cracks and buckling (deformation) of wooden beams was identified at the Tayabamba police station. Also cracks in walls, presence of humidity and deformation of the quincha roof on the second level. Likewise, the detachment of the tarrajeo was confirmed in various environments of the first level.
The problem is so serious that the Risk and Disaster Management Office of the Provincial Municipality of Pataz, through Report No. 056-2025, issued on October 30, 2025, concluded that there is a high probability of collapse and declared these areas uninhabitable.
Another problem detected is that the Tayabamba police station does not have a Technical Inspection Certificate for Building Safety (ITSE). This situation puts the integrity and health of the police officers at risk. Also the heritage and documentary collection.
In addition to this, it was verified that the aforementioned police station does not comply with the minimum land area, according to the categorization criteria for its operation. This puts at risk the operational capacity in the provision of citizen security services.

FUNGI AND MOISTURE
Regarding the Retamas police station, the Comptroller’s inspectors confirmed that in the different environments there is damage to architectural finishes, such as wear, deterioration of paint and humidity on walls. This has caused the proliferation of fungi, which puts the health of police personnel at high risk.
In the same way, it was detected that in the toilet services of the Retamas police station there are toilets in deteriorated conditions.
Another problem identified is that the patrol plan by sectors for the year 2025 was not formulated or approved in said police delegation. This affects the safety of personnel and the distribution of resources necessary for its execution.
NOTIFIED
The Comptroller’s Office has notified the head of the La Libertad Police Region, PNP General Guillermo Llerena Portal, about the serious situation of both police stations, so that he can adopt corrective measures in the shortest possible time, since with each passing day the physical integrity of the police officers and the citizens who go to both locations is at risk.
