The Popular Action congressman Wilson Soto proposed, through a bill, that the content creators on social networks must have a title related to the subject about which they speak on their platforms, an action that has been considered an attack on freedom of expression.
In that sense, the parliamentarian defended his proposal by pointing out that these measures are applied in other countries, such as China, and that the objective is not to censor, but to prevent the spread of incorrect information.
“It is not that we want to limit freedom of expression. In China this issue is already regulated. Our proposal states that, to speak about a specific topic, the person must have knowledge on the subject. If someone wants to talk about health, they must have training in medicine; if they want to talk about law, they must have a law degree,” Soto explained.
In addition, Soto said that content creators could change the focus of their content if they do not want to release a title to be able to address it openly: “We are not restricting creativity; influencers can dedicate themselves to humor or performing dances,” he said.
On the other hand, Soto avoided talking about the requirements of being a congressman of the Republic, who are not required to have a title to carry out parliamentary work. In that sense he simply pointed out that “in the case of congressmen, the political parties elect their representatives.”
It should be remembered that the proposal includes a system of sanctions that ranges from fines to disqualifications of several years. It is further argued that the dissemination of information in sensitive areas requires veracity, objectivity and specialized knowledge.
