Premier Ernesto Álvarez supports tomorrow's request for powers in matters of security in Congress

The prime minister, Ernesto Alvarezwill attend the Congress of the Republic tomorrow accompanied by his Ministerial Cabinet to support before the Constitution Commission the bill 13280/2025-PE with which the Government requests delegated powers to legislate on matters of citizen security and the fight against organized crime.

The request is also formulated to legislate on issues related to responsible economic growth and institutional strengthening. 14 Ministers of State will attend, including the heads of Foreign Affairs, Economy, Interior, Justice, Education, among others.

The extraordinary session will be semi-in-person, so participating congressmen will be able to attend the session through the Microsoft Teams platform, or in person in the chamber of the Legislative Palace. The parliamentarian will lead the debate Arturo Alegríafrom the Fuerza Popular bench, who chairs the Constitution Commission.

ASPECTS UNDER DEBATE

The bill was presented on November 20 through an official letter sent by the President of the Republic, José Jerí, and the President of the Council of Ministers, Ernesto Álvarez, to the head of the Legislature, Fernando Rospigliosi.

“We highly appreciate that it is helpful to arrange its procedure as VERY URGENT, as established by article 105 of the Political Constitution of Peru,” they point out in the letter.

The initiative contemplates granting the Executive the power to legislate on citizen security, economic growth and institutional strengthening for a period of 60 calendar days from the entry into force of the norm.

In citizen security, the Government proposes 26 measures, among which are some related to strengthening the fight against extortion, punishing the illegal shared possession of firearms, modifying the Refugee Law to “avoid misuse of the figure of the refugee by foreigners in an irregular situation in the country”, combating property crimes, among others.

In economic growth, it proposes 24 measures to regulate the interests applicable to refunds of improper or excess payments, modify the Criminal Tax Law, establish a special procedure to control the value in the customs regime for consumer imports in case signs of risk are presented, to mention a few.

Finally, institutional strengthening proposes 8 measures. Some of them refer to incorporating health provisions to protect domestic animals, promote public innovation, strengthen governance in science, technology and innovation; and create the Superintendency of Public Defense and Access to Justice, and the National Superintendency of Internment and Resocialization (Sunir) as the governing body of the National Specialized System of Internment and Social Reintegration.
