Prosecutor of the Nation, Tomás Gálvez, announced a commission to restructure the Public Ministry

The current prosecutor of the Nation, Tomas Galvezannounced the preparation of a commission in charge of preparing the draft Organic Law for restructure the Public Ministry.

Through the resolution of the Attorney General’s Office number 3578-2025-MP-FNpublished this Sunday, November 23, 2025 in the Official Gazette El Peruano, all the details were given.

First, he realized that the current norm that regulates this government “is more than forty years old and was prepared in accordance with the Political Constitution of Peru of 1979.”

“However, with the entry into force of the 1993 Political Constitution, (…) its design and structure have become outdated with respect to current regulations,” he justifies.

For this reason, on 11/10/25, the Board of Supreme Prosecutors unanimously agreed (Agreement No. 1110-2025), to form a commission to prepare the draft Organic Law of the Public Ministry.

This team will be made up of the National Prosecutor, Tomas Galvezfour supreme deputy prosecutors, three presidents of the Board of Senior Prosecutors and representatives of civil society.

The members of the Board of Supreme Prosecutors will not be on this team, but they “may participate in any of the sessions scheduled by the commission to provide their contributions.”

Members of the commission to restructure the Public Ministry:

  1. Tomás Aladino Gálvez Villegas, Supreme Prosecutor, who will preside over it.
  2. Iván Leudicio Quispe Mansilla, Supreme Deputy Prosecutor of the First Supreme Criminal Prosecutor’s Office.
  3. Wilfredo Alex Rivera Baltazar, Supreme Deputy Prosecutor of the Office of the Attorney General’s Office.
  4. Ronal Ramón Flores Ñañez, Supreme Deputy Prosecutor of the Office of the Attorney General’s Office.
  5. William Rabanal Palacios, Supreme Deputy Prosecutor of the Second Supreme Prosecutor’s Office Specialized in Crimes Committed by Public Officials.
  6. Hugo Rogger Fernando Ramos Hurtado, president of the Board of Superior Prosecutors of the Fiscal District of Arequipa.
  7. John Henrry Martel Trujillo, president of the Board of Superior Prosecutors of the Huánuco Fiscal District.
  8. Gilmer Robinson Jara Vergara, president of the Board of Superior Prosecutors of the Lambayeque Fiscal District.
  9. Jorge Wayner Chávez Cotrina, Senior Prosecutor National Coordinator of the Specialized Prosecutor’s Offices against Organized Crime.
  10. Octaviano Omar Tello Rosales, Senior Prosecutor National Coordinator of the Criminal Prosecutor’s Offices of the Fiscal Districts that make up Group “A” and in charge of the Fiscal Districts that make up Group “B”.
  11. Frank Robert Almanza Altamirano, Senior Prosecutor National Coordinator of the Prosecutor’s Offices Specialized in Environmental Matters.
  12. Fany Soledad Quispe Farfán, Senior Prosecutor of the Second National Superior Prosecutor’s Office Specialized against Organized Crime.
  13. Hamilton Castro Trigoso, Senior Prosecutor of the Superior Criminal Prosecutor’s Office of the First Corporate Criminal Prosecutor’s Office of Magdalena del Mar – San Miguel – Pueblo Libre.
  14. Boris Erasmo Olivera Espejo, Senior Prosecutor of the Fifth Superior Criminal Prosecutor’s Office of Junín.
  15. Lea Guayan Huaccha, Senior Prosecutor of the Fourth Superior Criminal Prosecutor’s Office of La Libertad.
  16. Carlos Alberto Pérez Sánchez, Senior Prosecutor of the Fourth Superior Criminal Prosecutor’s Office of Cusco.
  17. José Willan Fustamante Rafael, Provincial Prosecutor of the Office of the Attorney General’s Office.
