Some 20 thousand scholarships announced for Beca 18 do not have budget support, which could leave thousands of low-income young people without access to higher education.
An investigation of “Final Point” showed that the former president Dina Boluarte, the then minister Morgan Quero and PRONABEC authorities They offered to extend the scholarships without securing the necessary resources, despite the fact that more than 90 thousand applicants took the exam motivated by that announcement.
The review of Budget Bill 2026 showed that no additional item was included to finance the new placesdespite the fact that the Ministry of Education itself recognized – in an internal document of November 19 – that 697 million soles were required to fulfill the promise.
Even so, the Sunday newspaper reported that Pronabec continued with the preselection process, while its director, Alexandra Ames, was removed from office amid the revelations.
The Ministry of Education responded that the pre-selection of Beca 18 is carried out every year before the approval of the budget, in accordance with the current technical standard, and assured that the budget request was presented within the regular process.
However, the lack of concrete financing keeps thousands of applicants from regions who depend on this program to access a university or technical degree in uncertainty.
