He Supervisory Body for Private Investment in Telecommunications (OSIPTEL) reported that it has received Vice-Ministerial Resolution No. 004-2025-PCM/DVGT, which confirms the administrative responsibility of the former executive president Rafael Muente Schwarzfor alleged misuse of hierarchical influence and irregular management of public resources.
According to the institutional statement, the facts include the incorporation of high-cost training and a trip abroad financed with public funds, without having the required legal authorization.
The resolution was issued after a process conducted by a specialized Ad Hoc Commission, which guaranteed due process, including defenses, evidence and oral hearings.
Osiptel indicated that this is the first time in its 32 years of operation that an executive president has been removed for reasons of this nature.
The institution also denied the statements of Muente, who attributed his departure to alleged economic interests that the PCM and Osiptel would have captured, describing this version as unfounded and lacking evidence.
The regulatory body indicated that this case should serve as a call to strengthen controls in training, procurement and management of public resources, as well as to strengthen institutional integrity and intersectoral collaboration in the fight against citizen insecurity.
Document indicates that Muente’s dismissal and cessation of functions becomes effective as of yesterday, Thursday.
