Mexico reiterates to Peru its request for safe passage for Betssy Chávez

Through an informative note, the Ministry of Foreign Affairs of Mexico reported that it has reiterated its request to the Peruvian government to grant safe passage to the former president of the Council of Ministers. Betssy Chavez in such a way that he is allowed to leave the country.

“In accordance with the Convention on Diplomatic Asylum of 1954 (Caracas Convention), Mexico has reiterated its request for safe passage in favor of the Peruvian citizen Betssy Betzabet Chávez Chino, who enjoys the status of political asylum, so that she can be transferred to our country,” the statement states.

Indeed, the former prime minister of the coup plotter Pedro Castillo Since last November 3, he has been in the residence of the Mexican embassy located in San Isidro.

She, as is known, faces a trial—which is already in its final stage—for the alleged crime of rebellion for the coup d’état perpetrated by Pedro Castillo on December 7, 2022. According to the prosecutor’s accusation, Chávez is a co-author of these events, which is why she has requested 25 years in prison against her.

On November 7, the Peruvian Foreign Ministry reported that, after an analysis of the request from Claudia Sheinbaum’s government, it decided to request a review of the 1954 Caracas Convention on Diplomatic Asylum before the Organization of American States (OAS) considering that “in recent years an improper use of this norm has been made, classifying common crimes as cases of political persecution.”

“The Government of Peru considers that this practice distorts the essence of the Convention, designed to protect nationals of the Member States of the Inter-American System from political persecution. In no case should it be used to evade the application of national laws so that people who have committed crimes can free themselves from judicial decisions,” he stated.

Under that premise, Foreign Minister Hugo de Zela Martínez announced, days ago, that he will travel to Washington, United States, next December to substantiate his request to the OAS. In the run-up, he added, he has held coordination meetings with his peers from other countries in the region.

Meanwhile, the Ministry of Foreign Affairs of Mexico also reported that “through its Ministry of Foreign Affairs, the Peruvian government has confirmed that it will respect the immunities of Mexico in that country, including the inviolability of its properties in Lima, within which is the official residence, as well as its assets and archives, in accordance with the Vienna conventions on Diplomatic Relations and on Consular Relations of 1961 and 1963, respectively.”
