In front of beneficiaries of the CMFEQ of Córdoba, he highlighted the recovery of an operating room as part of the National Program for the Improvement of Operating Rooms, as well as the conversion of this medical unit into a second-level care clinic.
Orizaba, Veracruz, November 21, 2025.- The general director of the Institute of Security and Social Services of State Workers (ISSSTE), Martí Batres Guadarrama, visited the “Orizaba” Hospital Clinic (CH) and the Family Medicine Clinic with Specialties and Operating Room (CMFEQ) of Córdoba, in Veracruz, to supervise the improvements made in both units, in addition to listening to and personally attending to the requests of the staff of the health and rights of the region.
At the “Orizaba” CH, Martí Batres reaffirmed the commitment to complete and enable the unit’s two operating rooms. Likewise, he stressed the importance of visiting health units and being close to users, in order to know first-hand the state in which they provide service, while calling for reinforcing the Dignified Treatment strategy.
“They have an operating room and they have another almost operating room, one for tocosurgery, we are going to convert it into another operating room; then, we are going to have two operating rooms in this hospital clinic. That is a work that we are going to carry out, so that more surgeries can be done,” he emphasized.
The general director of ISSSTE indicated that this CH received 925 thousand pesos of resources from the La Clínica es Nuestra Program, through which it acquired medical equipment and two sterile storage shelves; two patient monitors and two fetal dopplers for ultrasound; five oximeters; two phlegm and secretion aspirators; a fetal heartbeat detector; a three-function electric bed, among others, and the drainage network was maintained.
During the tour Martí Batres visited the pharmacy, which has a 95 percent supply of medications, while at the national level it is 97 percent, and highlighted the increase from one to three ambulances, the implementation of Dignified Treatment workshops and the extension of the working day to 8 hours and salary releveling for the staff.
The director of the HG of Orizaba, Rogelio Roberto Guerrero Bustamante, thanked the general director of the ISSSTE for the visit and stressed that since his arrival the attention and warmth towards rights has improved.
“He has instructed us, under his mandate, to provide the quality and warmth care that they deserve. That is an instruction that he has instructed us from the first day of his mandate and that has been fully carried out in this hospital clinic,” he said.
Subsequently, the general director of ISSSTE visited the CMFEQ of Córdoba, benefiting from the National Program for the Improvement of Operating Rooms, promoted by President Claudia Sheinbaum Pardo, to strengthen the Institute’s hospital network.
“Another of the issues that we are carrying out is to enable more operating rooms so that more surgeries can be performed. (…) One of them, here in Córdoba, a good operating room and it was not working because there was a lack of bureaucratic procedure for the Córdoba Family Medicine Clinic to become a Family Medicine Clinic with Specialties and Operating Room, and we did all the bureaucratic paperwork and that allowed us to start up the operating room that is already doing surgeries here in Córdoba,” he assured.
Another of the actions that contributed to the improvement of the CMFEQ of Córdoba, he added, was the implementation of the La Clínica es Nuestras Program, through which parts of a negatoscope, oximeter, diagnostic kit, and examination lamp were acquired; in addition to a fetal heartbeat detector, thermometers, among other medical equipment.
“They received one million one hundred thousand pesos and they have done hallway roofing, repair of parts, package-type climate support, installation of a ladder to access the roof, (…) as well as rehabilitation of the water network, cable for memory connector, chair for sampling, electrostimulator, total replacement of pipe for drinking water, replacement of the ladder to access the roof of the unit and climate control, among other things, with what we gave them. The resource was very well used in a self-managed manner,” he said.
The person in charge of the management of the CMFEQ of Córdoba, Eulalio Enrique Torreblanca Zapata, thanked the general director of the ISSSTE for converting this medical unit into a second-level care clinic to benefit 33,063 beneficiaries.
“I am very grateful for what this is and mainly the rehabilitation of our operating room to continue providing our short-stay surgeries for all of our rights,” he expressed.
In the presence of the director of Economic, Social and Cultural Benefits, Juan Gerardo López Hernández, Martí Batres also delivered 158 and 68 credentials with permanent validity at the CH of Orizaba and at the CMFEQ of Córdoba, respectively, in order to facilitate older adults’ access to the Institute’s services, without the need to renew their identification every two years.
