Executive wants to legislate on economic matters

The Executive requested powers to Congress to legislate in matters of citizen security and the fight against organized crime, responsible economic growth and institutional strengthening.

Regarding growth, the proposal establishes that economic activity is exposed to various risk factors that could affect the projections for 2025 and 2026.

One of the main risk factors is social conflict and citizen insecurity, which could deteriorate the business climate, generate interruptions in the logistics chain, and modify investment and consumption decisions.

In the explanatory statement of the project, they also classify adverse climatic conditions as a risk for Peruvian economic growth, such as the possible occurrence of an El Niño or La Niña phenomenon, which could affect agricultural and fishing production.

“Citizen insecurity limits economic growth, because it affects business activity, generates greater spending on security measures and causes uncertainty in economic agents,” the document reads.

POWERS

Among what is proposed in the request for powers is the establishment of measures aimed at institutional strengthening and the precision of competencies within the framework of the National System for the Promotion of Private Investment (SNPIP), in order to optimize the management and development of projects under the modalities of public-private partnership and asset projects.

It also aims to establish legal provisions to promote private investment in cultural goods, activities and services, and repeal Law 29164, Law for the promotion of sustainable development of tourist services in real estate that is part of the Cultural Heritage of the Nation.

In addition, it seeks to authorize the creation of the Certificate of Contribution for Agrarian Promotion (CAPA), for companies that comply with the bonus established in Law 31110, Law of the agrarian labor regime and incentives for the agricultural and irrigation, agro-export and agro-industrial sector, to promote investment in State lands.
