
He National Electoral Council of Venezuela (CNE) enabled the official portal http://ssgestion.cne.gob.ve for the IV National Popular Consultation, on communal projects, which will be held on Sunday, but hides the results of the presidential elections of July 28, 2024.
The platform will allow users to consult their voting center in the corresponding communal circuit, as well as access the projects nominated in their community, according to the statement released through the organization’s Telegram channel.
This announcement marks the first partial restoration of the CNE platform since presidential elections of July 28, 2024when their website was deactivated. Since then, exactly 480 days have passed without access to the official platform.
Cyber attack or deliberate disconnection
The electoral body attributed the fall of the portal to a “massive cyber attack” supposedly originating in North Macedonia, and described it as part of a “cyberfascist coup d’état” promoted by opposition sectors and international actors.
However, independent technical analyzes contradict this version. Network experts detected that the CNE had intentionally eliminated the DNS records and IP addresses associated with the domain, a measure that blocked access inside and outside the country.
That action contrasted with the operational continuity of other institutional subdomains, such as internal email and private portals, suggesting a deliberate decision to keep the main site offline.
Broken promises and lack of transparency
During 2025 the portal has remained inactive despite repeated promises of reactivation. In January, rector Conrado Pérez assured that the site would return “soon” after overcoming the alleged hack, but the reopening never materialized.
In April, the CNE even tested a new digital interface, although it decided not to publish it. This limited access to key information such as the disaggregated results of the May 25 regional and legislative elections.
