The leader of Alliance for Progress (APP) was not found in his two homes and is currently listed as missing due to a possible information leak. The operation was carried out by the Anti-Corruption Directorate (Dircocor), headed by PNP General Luis Lira Limo, in coordination with the Anti-Corruption Prosecutor’s Office, represented by prosecutor Reynaldo Abia Arrieta. The Republic confirmed that the request for arrest, search and seizure was presented on November 12 before Judge Leky Chagua Payano.

The judge, evaluating the urgency of the request, immediately ruled on November 14. However, it took five days for the operation to be carried out, which ended with the arrest of only 3 of the 5 people investigated.

The PNP only reported on the arrest of Aníbal Morillo Arqueros, former regional health manager of La Libertad; Jorge Luis Silva Chuma, worker at the Regional Government of La Libertad; and Luis Álvarez, former official of the Qali Warma program in Áncash. Milton Helmer Broca Alcántara and Óscar Acuña Peralta were not arrested despite the surveillance that was carried out.
PNP delayed the execution of the operation
What happened? Why did they delay executing the operation? The Republic confirmed that intelligence agents had two homes of Óscar Acuña under surveillance in Trujillo. One that is located in the Alboreda urbanization and another on Valle Riestra street in the San Fernando urbanization.
From the corridors of the Public Ministry they point out that they were formally notified on November 15. However, judicial sources specified that the notification was made on the same 14th.
Once the judge declared the execution of the operation appropriate, the Prosecutor’s Office immediately informed the Anti-Corruption Directorate led by PNP General Luis Lira. The same sources mentioned that the Police are in charge of guaranteeing that the execution is a success, because they apply ovise (observation, surveillance and monitoring) to each of those investigated.
On the subject, they detailed that they could not travel to the city of Trujillo without the Police giving the green light to the operation. “They said that on November 18 they would travel to the city of Trujillo. The Prosecutor’s Office did inform the Police, from the moment the judge admitted the request, because it is an articulated job,” said our source.
Furthermore, those close to the PNP explained that they had knowledge of Óscar Acuña’s whereabouts, so on the day of the operation, when they arrived at his home, they were greatly surprised to hear that not even his wife knew his location. Apparently, there was a leak of information by bad agents.

Doubts that point to the protection of APP
The recent candidacy for the Senate of Juan José Santiváñez for APP generates suspicion. Santiváñez was the same official who led the police group that generated controversy for the failed captures of Vladimir Cerrón.
Another question that exists is why they waited for the Dircocor of Lima to carry out the raid. Currently, there are anti-corruption units in Trujillo, Huancayo and other areas of Peru. According to information from Transparency, Trujillo has 11 police officers assigned to the investigation of crimes against the public administration, those necessary to carry out a successful raid operation.
We tried to contact the PNP general, Luis Lira Limo. We didn’t get a response. He did speak at a press conference in which he did not give many details.
“The judicial resolution is for the arrest of 5 to 10 officials. The operation continues and we cannot indicate that there was a leak of information,” justified General Lira, and then emphasized that 27 thousand boxes of canned horse were confiscated and that the proceedings would continue in the regions of Chepén, Áncash, Lima and Trujillo.
Sources from the Prosecutor’s Office reported that they were unaware of the operation and ruled out a possible cover-up on their side.
