The proposal presents a series of modifications for the three proposed aspects, citizen security and the fight against crime, responsible economic growth and institutional strengthening.
According to the qualitative impact considered in the project, the purpose of such changes is: “to strengthen the legal framework regarding computer crimes, extortion, hitmen, kidnapping and organized crime; strengthen the prevention, investigation and punishment of crimes, guaranteeing more timely and coordinated action between the Public Ministrythe National Police and the Judiciary; improve the management of highly dangerous inmates within the penitentiary system and security in prison establishments; and incorporate regulatory mechanisms that reduce criminal recidivism and strengthen citizen protection.”
Citizen security and fight against crime
In the section about citizen security and fight against crimea total of 26 initiatives are proposed.

Regarding foreigners in the country, it is proposed to modify the Refugee Law in order to “avoid the misuse of the refugee status by foreigners in an irregular situation in the country.”
In addition, it seeks to modify the rule that regulates property crimes with vehicles to stop the criminal use of damaged cars and the fraudulent duplication of license plates.
Regarding arrests in flagrante delicto, the Executive proposes that the inspection of computer equipment be authorized when a person is detained in that condition. A rapid procedure will be regulated to unseal, extract and analyze information from cell phones seized in cases of extortion, hitmen, kidnapping or events within prisons.
