“There is no need to despair; I would like that before the session period closes, which we are thinking of closing between December 11 and 12, this initiative can take place,” he said.
Likewise, he declared that the federal president promised that the reduction of the working day to 40 hours will be implemented before the end of her six-year term in 2030, so, he estimated, the application will be gradual.
He added that the person who will write the initiative will be the head of the Ministry of Labor and Social Welfare, Marath Baruch Bolaños López, but he does not know if he has already concluded it.
“He was talking, at the request of the president, with the economic sectors, with the chambers, with the business groups to move forward in a consensual manner in the proposal that is made and it seems very appropriate to me that it be done this way,” he mentioned.
Although Ricardo Monreal estimated that this proposal could arrive in December, President Claudia Sheinbaum had reported in October that in November her government would present the initiative to reduce the working day to 40 hours.
“In November he already made a proposal to the Ministry of Labor, he has been working with the workers, obviously with all the unions and also with the employers. Our idea is to advance 40 hours but to continue increasing the salary, not one for the other,” commented the federal president on October 14.
Since 2023, reducing the working day to 40 hours has been discussed in the Chamber of Deputies. In April of that year it was approved by the Constitutional Points Commission, but it never reached the Plenary Session due to questions from businessmen about its application.
Currently the law states that the working day is 8 hours a day, so in total there are 48 hours a week, but with the modification this will be reduced to 40 hours.
“Among workers, daily workers, domestic employees, artisans and in a general way, all employment contracts: for every five days of work, the worker must enjoy at least two days of rest,” was mentioned in the constitutional reform that was proposed from 2023.
