The Glass of Milk Program in the El Tambo district officially entered a 30-day administrative reorganization process, after a technical report revealed alleged cases of political use within the committees and among beneficiary mothers. The measure was formalized through Resolution No. 001-2025 of the Social Development Management, directed by Paulo Beltrán.
According to the technical support, there have been situations in which the delivery of products to the beneficiaries has been conditioned on participation in proselytizing activities, a fact that violates the neutrality that social programs must maintain and directly affects the most vulnerable families in the district.
The investigation also detected that the alleged misuse of the 99 Glass of Milk committees would be motivated by some of their own presidents, which is why the municipality announced a process of reformulation and internal evaluation of these organizations.
The Social Development manager also warned that promoters and municipal staff in charge of the program would have incurred functional faults and possible conflicts of interest, so their permanence in office will be reviewed during the reorganization.
“A program aimed at vulnerable populations cannot be allowed to be manipulated for purposes other than its purpose,” Beltrán specified.
Given this scenario, the municipality ordered the development and implementation of new internal instructions that will regulate the use of institutional communication channels, such as WhatsApp groups, meetings and face-to-face activities, to prevent them from being used for electoral purposes in the midst of a political contest.

The authorities reiterated that the independence and transparency of social programs is essential to guarantee a fair service free of pressure.
Likewise, they recalled that conditioning the delivery of food or benefits to political participation could constitute a crime, so they called on mothers to report any irregularity.
