Keiko Fujimori and members of his entourage are under investigation for leading an alleged criminal organization dedicated to money laundering. The thesis, supported by the prosecutor Manuela Villar in folder No. 43-2021, details how this structure would have operated to inject money of illicit and unknown origin in the campaign and the party treasury.
According to the document, to which he had access The Republic, the criminal scheme, called ‘Lava Moto’would have had a fixed objective: finance electoral challenges presented by Fuerza Popular against the votes obtained by the then candidate Pedro Castillo in the 2021 elections.
These funds allegedly obtained from illicitly were directed to the electoral campaign clandestinely. The funds would have been delivered “without bank traceability, through sealed envelopes and through motorized agents,” the document reads.
The names of Lava Moto
The investigation not only targets Fujimori, it also involves five figures of Fujimorism, including two members of his presidential team. The unions are:
- Keiko Fujimori Higuchi: Identified as the leader of the alleged criminal organizationexercising the presidency of the party.
- Luis Galarreta Velarde: National Secretary General and member of the presidential team, who is credited with managing anonymous and false contributions.
- Miguel Torres Morales: Spokesperson and National Undersecretary General, with a role similar to that of Galarreta in fund management. Galarreta and Torres would have managed and injected irregular private contributions (anonymous/false) and executed public funds in “anomalous operations” in favor of three companies: CRP Media and Entertainment, Grupo RPP and Prime Time SAC.
- Karina Beteta: Treasurer of the party, responsible for accounting and resource management. As Treasurer, she was aware of the irregular income (public and private funds from unknown sources) and, despite the irregularities, she ordered the execution of said monies through the bank accounts for payment to the aforementioned companies, some of which would have refused to provide services.
- Lindman Miranda Zamalloa: Fuerza Popular Accountant, in charge of recording income and expenses.
- Liliana Takayama Jiménez: Legal representative, who would have managed documents before the JEE and JNE with illicit assets.

The Modus Operandi in detail
The Prosecutor’s Office maintains that the alleged criminal organization is not new, but rather that it would have been “instrumentalized” by Keiko Fujimori in the 2011 and 2016 campaigns for the entry of illicit money for personal benefit and advancement towards the Executive Branch.
In the recent 2021 campaign, the structure would have allowed funds of unknown origin to enter Fuerza Popular’s assets, using methods such as anonymous contributors, false contributors and the alleged misuse of direct public funds. This modus operandi sought to “convert assets by carrying out anomalous operations” and involved a equity increase without accounting justification or reasonable explanation.
The Prosecutor’s Office points out that the 6 investigated allowed the execution of assets collected illegally, “without bank traceability, through closed envelopes and through motorized agents”, giving them an appearance of legality, even before the electoral authorities.
