The President of the Republic, Nicolás Maduro, stated that he was “very happy to see that the militiamen’s weapons fleet is installed and functioning,” referring to the deployment of the communal militia units in the Caracas–La Guaira axis.
Maduro explained that the entire system of rifles, heavy weapons and missiles are ready to “defend the entire area of the Caracas-La Guaira axis.”
The Bolivarian Militia as a defense force
The Bolivarian National Militia is considered by the Government as the “ordinary people in arms“, made up of millions of citizens who participate in territorial defense. In August 2025, Maduro announced the deployment of 4.5 million militiamen throughout the country, as part of a special enlistment and preparation plan.
The president has insisted that the militia constitutes a pillar of the civil-military union, capable of coordinating with the communes and communal councils to guarantee national sovereignty.
The president also announced that, soon, Minister Diosdado Cabello, Minister of the Interior, Justice and Peace, will visit this axis to review in assemblies the development of the peace quadrants “absolute security for the people,” he added.
US threats
The announcement occurs against a backdrop of recent threats from the Trump administration, which has intensified its policy of pressure against Caracas.
Washington has deployed military forces in the Caribbean under the guise of anti-drug operations and has increased the reward for information leading to the capture of Maduro.
The Venezuelan Government interprets these actions as part of an attempted intervention and has responded by reinforcing its comprehensive defense plans, including the activation of communal weapons parks and the mobilization of the militia in strategic points of the country.
Strategic implications
- Territorial defense: the weapons park seeks to guarantee the protection of Caracas–La Guaira, a vital axis due to its connection with the Caribbean Sea.
- Political response: the deployment of the militia is presented as a message of resistance against external threats.
- National sovereignty: the Government insists that military preparation is key to preserving independence and avoiding any attempt at intervention.
International People’s Law
During his speech, Maduro assured that the Bolivarian Government defends the international law of the Venezuelan people, against the interventionist pretensions of imperialism.
«When the Charter of the United Nations was signed in 1945, it was clearly and exhaustively established not to the interventionism of one State over another, not to the threat of the use of force by one State over another, not to the use of force – because it is illegal – of one State over another, that is what we defend. “We defend international law, the right of our people,” he stressed.
In this sense, the national leader assured that the best defense is to build and have the initiative: “Whoever builds his homeland defends it completely.”
He stressed that a president or a ruler has to dedicate himself to taking care of the real and simple things of the people and not try to govern the world or entire regions. “That is the basis of the international principle, not interventionism,” he stated.
