According to Specific Control Report No. 17604-2025-CG/GRJU-SCE, the selection committee reduced technical requirements, accepted unsupported observations and awarded the contract to a consortium whose main member would assume 97% of the contract without proving the required specialty. Despite not meeting all the requirements, including the occupational health and safety specialist, the contract was signed in violation of principles of equality and competition.

The control entity concluded that these actions affected the transparency of public procurement and limited the participation of suitable bidders, compromising a key work for the attention of thousands of citizens of Satipo. Although the GORE Junín later annulled the contract, the Comptroller’s Office identified alleged criminal and administrative responsibility in five officials and referred the case to the Anti-Corruption Prosecutor’s Office to initiate legal action.
