With items that will be established in the next five-year budget, the Ministry of Education and Culture will try to reinforce the CECAP proposal throughout the national territory.
Through an agreement with Ceibal, we will also seek to technologically enhance the existing Centers – 22 in total – to have a broader offer in terms of workshops.
The final objective of this type of non-formal education is to achieve the reintegration of young people both into the formal educational system and into the world of work.
“The Innovation Area is part of the National Directorate of Education of the Ministry of Education and Culture. It develops different types of educational proposals, fundamentally in the field of non-formal education, but also in many cases proposals that are articulated together with formal education through the ANEP” explained Ramiro Pallares.
In that sense, the CECAP is one of the central proposals that this division of the MEC has precisely because of its broad territorial perspective, a policy that has a strong anchorage in the interior of the country. “We are talking about 22 Centers of which only 2 are in Montevideo, the other 20 are distributed in practically all departments” highlighted the Director of the Educational Innovation Area of the Ministry of Education and Culture.
“We are working to recover the CECAP of Treinta y Tres. The intention, according to the Budget Law, is that the conditions for this would be in place” he assured.

“The proposal is very interesting and very important because it generates support for those young people who are being left out of the educational system and who need not only support, but also a scaffolding that allows them a better insertion both in the educational system and in the labor system and in society as a whole” he stated. “From that perspective, the entire non-formal proposal based on workshops, based on experimentation through the artistic, through trades, through work, we understand that it constitutes a very attractive educational proposal that also has a higher purpose which is to accompany and reinforce that insertion aiming at the completion of educational cycles” broad.
“CECAP has been working for many years with Secondary Education and with UTU in specific Programs for the completion of Basic Secondary Education. The challenge is that with this tool and its possibilities that are broader, that are more flexible, that adapt to the characteristics of each territory, that are formed in alliance with the departmental governments, which is also very important in that sense, to be able to continue accompanying the challenges that the completion of secondary education presents” Pallares said.
TECHNICAL RESOURCES AVAILABLE
“The Directorate of Education, through an agreement with Ceibal, is currently seeking the resources to equip several CECAPs with CEILABS” announced the Director of the Educational Innovation Area of the MEC. “The idea during the five-year period is to continue strengthening in that sense” he added.
Ramiro Pallares said that many Centers already have the appropriate infrastructure in terms of technological, pedagogical and building resources, but others are a little more relegated. “Part of what we are doing as a team in these tours throughout the country, in this first year where we are planning the five-year period, is precisely to talk with the teams, talk with the educators, with the coordinators to identify what those needs are to project an improvement year after year.
