Paraguayan judge Clara Ruiz Díaz approved the extradition of Erick Luis Moreno Hernández, known as alias “El Monstruo”, required by the Peruvian judicial system for crimes linked to homicide, hitmen and extortion.
The resolution states that the transfer must be coordinated between the diplomatic and police authorities of both countries. Furthermore, it establishes that Peru may only prosecute him for the crimes mentioned in the request, in application of the principle of specialty, and may not send him to a third country without express authorization from Paraguay.
The institutions involved (the Supreme Court of Justice of Paraguay, the Peruvian Foreign Ministry, the National Police and Interpol) have already been notified of the ruling.
As part of the process, Peru must send the itinerary and the list of the personnel responsible for the transfer before the operation is carried out.
Although the court decision has already been issued, it is not yet final. Moreno Hernández’s defense has five days to file an appeal.
