The Ministry of the Interior has ready the operating guidelines for the Single Identity Platform, which will be under the administration and supervision of the General Directorate of the National Registry of Population and Identity (Renapo), with technical assistance from the Digital Transformation and Telecommunications Agency. It stands out that among the security mechanisms provided for the protection of information, it can only be consulted by personnel with a certain level of access to the data.
In the provisions – still being analyzed by the National Commission for Regulatory Improvement (Conamer) – it is indicated that the objective of said platform will be the cross-checking of information and verification “in real time” of the use of the Unique Population Registry Code (CURP), but it is noted that its use will be exclusively for the search for missing persons, in order to identify any movement, record or update that could provide information for the investigation and possible location of a specific person.
In addition to the continuous monitoring of the use of the CURP of a person reported missing, the platform will allow the issuing of real-time alerts to the competent authorities regarding any use of the CURP of a person reported missing or not located.
Renapo, it is indicated, will define the security mechanisms and measures, as well as the access levels of the platform, “ensuring the protection of biometric data, guaranteeing that information is only shared in a secure and encrypted manner between authorized institutions.”
It will also be in charge of establishing the requirements that the user entities of the platform must meet, which will be detailed in the manuals that the agency must subsequently publish. To this end, it is explained that the competent authorities to carry out the search processes are the Attorney General’s Office of the Republic, the local prosecutor’s offices, the National Person Search Commission and the state commissions on the matter.
The draft guidelines reiterate that use of the platform will only be permitted until the requirements are met and after submitting a written request.
Regarding the levels of access to information, it is noted that the manuals will determine access control policies, the definition of user roles and levels, user administration procedures, administrative, physical and technical security measures, as well as the mechanisms for recording and monitoring the activities carried out in the system.
