END POINT revealed recent leaks of emails between the former Minister of Development and Social Inclusion, Julio Demartiniand the current head of the sector, Lesly Shica. These exchanges show how Demartini, during his tenure as head of the aforementioned ministry, maintained unusual influence over internal decisions and institutional communications to favor the image of the then president, Dina Boluarte. Shica, who now leads the portfolio, was until then an advisor to the former minister.

The first of these revealed emails shows the events during the vote in Congress to authorize Dina Boluarte’s trip to China, Demartini He writes to Shica demanding to know the results: “Lesss, (…) I want to know who voted in favor and who voted against,” the message reads. Two minutes later, Shica responds with a screenshot of the voting board. Demartini He insists and shortly after receives an Excel file with the details of each vote, evidencing the urgency and direct access he maintained even after his departure from the ministry.

After this exchange, Demartini reappeared at public events accompanied by several congressmen who supported Boluarte’s trip, such as Alejandro Aguinaga (Popular Force), Kira Alcarraz ( Podemos Peru ) and other parliamentarians. This public presence fuels the perception that the former minister continued to operate politically, with Midis as a possible platform for articulation between the Executive and allies of Congress.
The “tailored” statement of the soup kitchens
On March 25, 2024, after exploiting the ‘Rolex’ case, another email reported a more direct request. Demartini He asks Shica for “the communications” and indicates that he has already begun to disseminate information where he is. He then points out that the issue of soup kitchens should be handled “by the most friendly districts,” mentioning as an example Commas and Carabayllo. In that same message, he orders him to “move the people.”
Shika responds with a draft statement issued by an organization of Common Pots of South Limawhere support is expressed for the management of Boluarte and the official defense narrative is replicated in the midst of the watch scandal. It is especially striking that this document has been corrected by Demartiniwho demanded that the president’s full name be added to reinforce her presence. The former minister himself pushed for its publication, and the emails show how the strategy seemed to come more from the Executive than from social organizations.
This situation suggests that the statement was conceived from the offices of the Ministry, but presented as if it were a genuine initiative of the soup kitchens. The insistence of Demartini and the direct coordination with the minister reinforce the idea of political instrumentalization of the social and community networks managed by Midis.
Inauguration with laptop included
Another relevant episode occurs days before the inauguration of a restaurant. Crib More in Villa El Salvador. Shica informs Demartini that the Palace had authorized the presence of Boluarte at the event. The former minister suggests that it will be prudent to avoid public exposure of the vice minister of Midis, as he faces a complaint and could damage the already damaged image of the then president. In addition, he proposes not announcing Boluarte’s participation to avoid protests against him.
Demartini also mentions the need to coordinate a laptop that receives Boluarte with the mayor of Villa El Salvador, evoking a recurring practice in previous governments: guaranteeing simulated social support and controlling public perception of presidential leadership. The email chain thus reveals a scheme of media manipulation, subordination of social actors to political interests and the active role of a former minister in making decisions that no longer corresponded to him.
After the report, Punto Final tried to contact Shica to find out her version of the events. However, the minister did not respond to their requests.
