MINAM declares solid waste management in Pilcomayo an emergency

Municipality of Huancayo fines Pilcomayo with S/20 thousand for accumulating garbage

The Ministry of the Environment declared an emergency in the management and management of solid waste in the district of Pilcomayo, in the province of Huancayo, due to the total cessation of public cleaning, collection and final waste disposal operations.

Ministerial Resolution No. 00307-2025-MINAM, issued on November 14, responds to the critical health situation generated by the accumulation of waste in thirty-one critical points identified in the jurisdiction. According to reports from the District Municipality of Pilcomayo and the OEFA, the commune does not have an area for final disposal, which has prevented the regular collection of urban waste.

The MINAM explained that the declaration is based on the Comprehensive Solid Waste Management Law and its regulations, which allow intervention when there is a total cessation of municipal operations. Given this, the district faces environmental and health risks that require immediate attention. The measure will be valid for sixty calendar days.

As part of the decision, it was ordered that the Municipality of Pilcomayo prepare, within a maximum period of seven business days, an Action Plan that details the activities to reverse the emergency, as well as those responsible for its execution. Likewise, it must report progress weekly to the Ministry of the Environment.

The Provincial Municipality of Huancayo, the Regional Government of Junín and other public entities must adopt complementary actions to ensure the continuity of waste management, while the MINAM will provide technical assistance during the process. The resolution also warns that the declaration does not exempt from liability municipal servants who have failed to perform their duties.

With this intervention, the Executive seeks to urgently restore public cleanliness and reduce the environmental impact that affects thousands of residents of Pilcomayo, guaranteeing adequate and sustainable management of solid waste in the region.
