In accordance with the resolution of the electoral body of Friday, November 14, the political organization maintained that the ONPE “it contravenes the principle of legality, because (…) it makes an illegal decision not to allow the registration of candidacies that have been admitted by the pertinent electoral bodies.” Likewise, he pointed out that it corresponds to the JNE qualify, admit or declare the inadmissibility or inadmissibility of a list.

However, the ONPE assured that, within its granted powers, it is approving the electoral roll and within that Vizcarra was not registered. Furthermore, he stated that he acted “in accordance with the Constitution, the law, the Law and based on the powers granted to him.”
As recalled, the former president tried to be registered in the position of vice president of the list headed by his brother, Mario Vizcarra; However, it was rejected because – according to ONPE – it was not included in the register of voters affiliated with Perú Primero, which was approved on October 14 of this year by the National Election Jury (JNE).
“The ONPE cannot alter or modify the electoral register of members that has been approved by the National Elections Jury, nor enable the registration of candidacies in the REP of those citizens who are not included in said register,” said the electoral body.
Following this decision by the ONPE, Peru First requested that the list be registered with the regular members and, if this is not possible, that it be registered Carlos Illanes Calderon replacing Vizcarra Cornejo.

Through a statement on November 8, the former president described the ONPE decision as a “new arbitrariness” and stated that it violates his right to participate and the right of citizens to choose freely.
Likewise, he indicated that he is waiting for the decision of the Inter-American Court of Human Rights that allows him to run for the 2026 Elections.
“Despite the abuses and the attempt to silence our voice, I determinedly assume the leadership of the National Campaign to continue touring the country and demonstrate that no abuse or political persecution will be able to stop the project that was born from the people and will continue to be the people’s. They are not going to break us. We are going to continue working for the Peru we want,” he said.
