Is Hoy No Circula suspended for El Buen Fin 2025?

No. Until now, the suspension of the program in the Valley of Mexico is not planned for Saturday, November 15. If you plan to visit stores or shopping malls, it is best to check the circulation calendar before leaving.

As it is the third Saturday of the month, half of the vehicles with hologram 1 must rest from 05:00 to 22:00. Here we tell you the details to avoid fines and not ruin your plans.

Nor is the suspension of the Hoy No Circula program scheduled for Monday, November 17, a mandatory day of rest due to the transfer of the holiday from November 20, commemoration of the Mexican Revolution.

What cars will NOT be able to circulate this Saturday, November 15?

According to the official calendar of Hoy No Circula Sabatino they must remain parked between 05:00 and 22:00 hours:

-Vehicles with hologram 1 and plates ending in an odd number (1, 3, 5, 7, 9).

-Cars with hologram 2, regardless of finish.

-Vehicles with foreign plates, regardless of hologram or final number.

If your car is in any of these categories, it is best to look for alternatives: public transportation, app taxis or car sharing.

Cars that WILL be able to circulate without restrictions

-Vehicles with 00 and 0 hologram, generally newer and with lower emissions.

-Electric and hybrid cars, exempt as an incentive for cleaner technologies.

-Vehicles with hologram 1 and plates ending in even numbers (0, 2, 4, 6, 8).

Will there be Double Hoy No Circula this Saturday?

No. The Double Today Not Circulating measure is only activated in severe environmental contingencies. So far, it is not contemplated for this November 15.

Areas where the restriction applies

Hoy No Circula is mandatory throughout Mexico City—its 16 municipalities—and in 18 municipalities of the State of Mexico, all located in the Valley of Mexico:

-Atizapán de Zaragoza
-Coacalco
-Cuautitlán
-Cuautitlán Izcalli
-Chalco
-Chimalhuacan
-Chicoloapan
-Ecatepec
-Huixquilucan
-Ixtapaluca
-La Paz
-Naucalpan
-Nezahualcóyotl
-Nicolas Romero
-Tecámac
-Tlalnepantla
-Tultitlán
-Chalco Valley

In addition, from July 1, 2025 it also applies to:

-Toluca
-Santiago Tianguistenco

Here the restrictions operate from Monday to Saturday for holograms 1 and 2. However, fines will begin to be issued until January 1, 2026.

Fines for failing to comply with the program

Breaking the rule can be expensive: in 2025, the penalties range from 2,262 to 3,394 pesos, equivalent to 20 to 30 UMA.

How Today It Doesn’t Circulate Saturday works

Hologram 2: it does not circulate on any Saturday of the month.

Hologram 1: Rest according to the final plate number.

-Odd ending → first and third Saturday.

-Even finish → second and fourth Saturday.

-Fifth Saturday (if there is one): only cars with hologram 2 and foreign plates rest.
