According to the Ombudsman’s Office, the hospitals of Ayabaca, Huancabamba (Jesús Guerrero Cruz) and Huarmaca have not yet been completed.
In addition, Garrido Lecca also referred to the Los Algarrobos hospital (located in the human settlement of the same name in the city of Piura), another paralyzed strategic work, whose reactivation has been widely requested by citizens and control institutions.
“It is the fault of decidophobia, a type of corruption that occurs when officials do not make decisions. In these cases, their indecision is costing lives,” said Garrido Lecca.

According to reports from the Ombudsman’s Office, the works on the Huarmaca, Huancabamba and Ayabaca hospitals have been paralyzed since 2021, after the contracts with the construction consortium were terminated due to non-compliance.
During supervisions, the Ombudsman’s Office verified deteriorated materials, rusty iron and wells with stagnant water due to rain, which weakens the structures.
For Huarmaca, in addition, they were alerted to the deterioration in key areas, such as basements flooded by rain, and the corrosion of pipes and iron that are part of vital components such as the medicinal oxygen system.
“We, in the second APRA government, with a budget of 60 billion soles we made 56 hospitals. The current budget of the Republic is 250 billion soles. 15 years have passed, ten presidents, and they have not delivered a single hospital”, he declared indignantly.

Garrido Lecca blamed the State for the lack of decision to complete these works, and assured: “When I become government in 2026, I am committed to completing these strategic hospitals and putting them fully at the service of the people.”
The former Minister of Housing, Construction and Sanitation, and also former Minister of Health, participates in the internal elections of the Peruvian Aprista Party, running with number two to lead the presidential formula. He is accompanied by Omar Quesada as first vice president and Olga Cribilleros as second vice president. The internal party elections will take place on Sunday, November 30.
