Government approved the use of electric guns and body cameras for security guards

The Ministry of the Interior approved Supreme Decree No. 015-2025-IN, which updates the regulations of the Municipal Security Service Law in order to professionalize this service and strengthen its joint work with the National Police of Peru.

The norm provides for the strengthening of the selection, training and training processes of security personnel, in addition to regulating the use of non-lethal means of defense, in order to guarantee a more effective and safe service for the benefit of citizens.

The updated regulations include the electric or electroshock gun among the equipment permitted for municipal security, along with shackles, shields, tonfa batons, pepper sprays and bulletproof vests. In addition, it provides for the mandatory use of active body cameras that record interventions, in order to ensure transparency and respect for human rights.

The use of this equipment will be subject to certified training, annual psychological evaluations and specialized field training, which includes practices in ranges and simulators.

The training programs will address topics such as ethics, human rights, progressive and differentiated use of force, emergency response and handling of body cameras and electric guns. Along the same lines, said rule establishes that municipalities must implement supervision mechanisms and audiovisual recording of the use of defense means, with the objective of guaranteeing transparency and accountability.

The decree raises the requirements for entry to the serenazgo, by requiring that applicants have no criminal, judicial or civil records, and pass physical, psychological and basic knowledge evaluations, including first aid and conflict control.

In the case of those who carry electric guns, additional conditions are set, such as not having current protection measures or being registered in the National Registry of Information Management (Renagi), administered by the National Superintendency of Control of Security Services, Weapons, Ammunition and Explosives for Civil Use (Sucamec).
