In an auction held this Tuesday (11), at the São Paulo Stock Exchange (B3), the Arteris won the Autopista Fluminense concession, on BR-101, with a planned investment of R$10.1 billion over 22 years. THE company has been managing the stretch since 2008. 
With 322.1 kilometers, the stretch between Niterói (RJ) and Mimoso do Sul (ES) passes through 13 municipalities in Rio de Janeiro and connects industrial centers and port complexes such as Açu and Macaéin addition to giving access to the Lakes Region, an important tourist hub.
In a statement, the National Land Transport Agency (ANTT) stated that it is “a fundamental corridor for work, tourism and cargo transport” and that the transfer “consolidates, in practice, the advancement of a model that strengthens regulatory security and encourages a more stable environment for private investments in the road sector”.
The new contract allowed the adoption of a more current model of fare regulation, including works not foreseen in the current concession, such as 49.5 kilometers of duplications and 5.6 kilometers of bypasses, in addition to 52.5 kilometers of additional lanes and 81.6 kilometers of multilanes. Also planned are 14 kilometers of marginal roads, 12 special works of art (OAE) between bridges and viaducts, reinforcement or renovation of 39 structures and widening of six sections considered critical.
The contract also provides for 21 pedestrian walkways, the demolition of five old structures, six returns, an elongated roundabout and 16 new accesses. The package includes works for public transport and bicycles, with 40 bus stops and 59.2 kilometers of cycle lanes, aimed at residents of the region.
The general director of ANTT, Guilherme Theo Sampaio, said that “the model applied was the third simplified competitive process in the country, fully aligned with the recommendations of the Federal Audit Court (TCU)”.
Grant renewal
The auction is the first broad competition in the grant renewal model. A previous test was carried out on the stretch between Espírito Santo and southern Bahia, also on BR-101, and on MSVIA (BR-163/MS), which connects Guaíra (PR) to Sonora (MT), a stretch of 859 km.
In the Rio de Janeiro section, the regulatory agency authorized in August that the previous company, Concessionária Autopista Fluminensa SA, be divested (sold). She was already part of the Arteris group.
The change complies with Ruling 2,318/2024, of the Federal Court of Auditors, established to improve competition conditions in public concessions, including promoting parity among interested parties and reducing situations of conflict of interest.
According to ANTT, “the remodeling will allow the entry of new investors, the resumption of investments and the improvement of infrastructure and services offered to users.”
“With the Autopista Fluminense auction, held today at B3, in São Paulo, ANTT broke the record with 9 auctions in 2025. With the Fernão Dias auction, scheduled for December, the Agency will complete the 2025 cycle, totaling 10 auctions in a single year. There are R$ 127 billion in investments and more than 1.1 million jobs that strengthen the national infrastructure, boost the economy and transform Brazil’s mobility”, explained the ANTT in note to Brazil Agency.
THE next concession, which will be held in Decemberwill involve another section operated by Arteris, this time on Fernão Dias, which connects São Paulo and Minas Gerais. The expectation is for multiple competitors.
