José Jerí has been in the Presidency for a month: his Bukele style will not work if it is not accompanied by public policies, according to an expert

The Government of President José Jerí turns one month later Dina Boluarte’s vacancy. However, nothing seems to have changed in the streets in the fight against citizen insecurityspecifically in Lima and Callaoregions in which it was decreed state of emergency for 30 days as a measure to curb crime.

According to the figures of the National Computer System of Deaths (Sinadef)since October 10 Jerí took Boluarte’s place As of November 7, 147 homicides have been reported in Peru. When reviewing the details of the Sinadef data, it is verified that on Sunday, October 12 and Friday, October 31, 12 and 13 murders were reported, being the most tragic days for citizens.

During the Government of José JeríLima and Huaura appear as the provinces with the highest number of homicides, 45 and 10, respectively. “The vast majority caused by firearm projectiles (PAF) between 80% and 90%,” said the data analyst, Juan Carbajal.

“There are 23 other violent deaths, which, according to their autopsy certificate, were caused by a firearm projectile (PAF) but appear as “ignored”, of which 10 are from Lima and 3 from Callao, Carbajal added.

Since it was decreed state of emergency in Lima and Callao (October 22), 24 homicides occurred in the capital of Lima and 5 in Callao.

Another alarming fact is that, between January and October of this year, 23,213 cases of extortion were reported throughout the country. Likewise, in only 311 days of the year, between January 1 and November 7, 1,913 homicides were recorded.

Although Jerí’s initiatives to combat crimewho has led some operations with the PNP and visited prisons, on October 31 La República reported that only in 30 penalties out of 68 in Peruhas cell phone jammers.

José Jerí in the style of Bukele: specialists ask for more effective measures against insecurity

The Republic interviewed experts to know your opinions on the beginning of Jeri’s mandate. Those interviewed agreed that the management of the crime crisis needs more concrete actions, with effective results and fewer media appearances to gain popularity.

For Julio Corcuera, former vice minister of Public Security, during Jerí’s administration they have not been implemented or discussed the necessary measures to stop the increase in crime and extortion. Likewise, he assured that “those who have studied the dynamics of extortion agree on the negative impact of the indiscriminate sale of chips, practically without control.”

“Despite this, no regulations have been implemented nor measures discussed that establish stricter controls or effective sanctions to stop these markets that facilitate extortion. The new decree provides that the Police request information from OSIPTEL“But wouldn’t it be more effective for OSIPTEL to directly regulate the four operators?” he said.

“Criminals act for money. Their final objective is economic. They create front companies, launder assets and seek to legitimize their illicit profits. They do not keep the money under the mattress. That economic power gives them operational capacity and fuels corruption. The money route is fundamental: follow the money. Hitting their income system means affecting their organizational structure,” he added.

On the other hand, the professor of Human Rights and Constitutional Law at the National University of Trujillo (UNT), Osvaldo Zavala, criticized Jerí by indicating that the states of emergency “They are not effective tools to combat crime.” Likewise, it recommended that presenting a bill to repeal procrime laws and implement public policies would be helpful.

“Clear public policies, reforms or repeal of laws that favor crimea strengthened police force with more budget, technology, investigation units and strict control mechanisms. To achieve this, it is not essential that the president lead each operation,” he urged.

“The country needs the president to exercise leadership and for his speeches to stop being just rhetoric and become actions that guarantee the protection of fundamental rights. Less prominence and more results. He Peru He needs someone who will act in the national interest rather than his personal or political ambitions, he added.

Meanwhile, the political scientist and professor of political science at the Antonio Ruiz de Montoya University (UARM), Alonso Cárdenasquestioned Jerí about his “Tiktoker image and Bukelian communication style.” Although it is true, Cárdenas highlights that this differentiates Jerí from Boluarte, if “that narrative is not accompanied by structured and sustainable public policies, the results will be just as irrelevant.”

“Even more worrying is his silence in the face of the tangle of pro-crime regulations that has facilitated the advance of urban violence, many of which he himself supported during his time as a congressman,” he said.

State of emergency would not stop extortion

In dialogue with The Republic, Ricardo Valdesformer deputy minister of the Interior, pointed out that there is no need to declare a state of emergency to control extortion originating from prisons. Valdés emphasized that what is required is to intensify the criminal investigation and have a detailed mapping of the criminal organizations involved in these illicit activities.

“The drop by drop is not stopped with a state of emergency. People have to work and the markets need to raise money to be able to pay the loan they have requested. The way to combat drop by drop is through a standard that regulates interest rates by the formal financial sector. That corresponds to Congress of the Republic. The state of emergency does not work for that,” he said.

Meanwhile, Valdéz explained that the state of emergency would not be effective in stopping extortion and quota collections because threats and collections are made through social networks.
