On the other hand, the professor of Human Rights and Constitutional Law at the National University of Trujillo (UNT), Osvaldo Zavala, criticized Jerí by indicating that the states of emergency “They are not effective tools to combat crime.” Likewise, it recommended that presenting a bill to repeal procrime laws and implement public policies would be helpful.

State of emergency would not stop extortion
In dialogue with The Republic, Ricardo Valdesformer deputy minister of the Interior, pointed out that there is no need to declare a state of emergency to control extortion originating from prisons. Valdés emphasized that what is required is to intensify the criminal investigation and have a detailed mapping of the criminal organizations involved in these illicit activities.
“The drop by drop is not stopped with a state of emergency. People have to work and the markets need to raise money to be able to pay the loan they have requested. The way to combat drop by drop is through a standard that regulates interest rates by the formal financial sector. That corresponds to Congress of the Republic. Meanwhile, Valdéz explained that the state of emergency would not be effective in stopping extortion and quota collections because threats and collections are made through social networks.
