JNE tool won first place in good practices contest

EleccIA, jurisdictional assistant of the National Election Jury (JNE) made with Artificial Intelligence, obtained first place in the Internal Management category of the 11th edition of the Good Practices in Public Management Contest presented by Public Managers 2025, organized by the National Civil Service Authority (Servir).

This tool is recognized for having the capacity to manage more than 111 thousand registration files for candidate lists planned for the general elections, as well as the regional and municipal elections of 2026, without sacrificing rigor or impartiality.

Likewise, it will not only assist the JNE staff in the electoral and legal-administrative field, but will also contribute to improving electoral jurisdictional decisions, always with human supervision. In addition, it has the functionality of entering a digitized file into the system, which will evaluate the admissibility requirements, and will have a proposed resolution ready to be reviewed and signed.

The award was presented to the president of the JNE, Roberto Burneo Bermejo, by the executive president of SERVIR, Guillermo Valdivieso, and by the Development Manager of Public Management, Rocío Robles Herrán, in a ceremony held at the headquarters of said public institution.

The head of the electoral body thanked the technical and jurisdictional teams that rigorously carried out the initial deployment of EleccIA in the 2025 Complementary Municipal Elections, achieving a 97.5% reduction in qualification times and generation of pronouncements.

He also confirmed that the purpose of this tool is to strengthen speed, precision and transparency in electoral justice, without ever replacing the judgment of the magistrate or the responsibility of the jurisdictional team.

“In 2021, the JNE processed nearly 53,000 files and 98,000 rulings; in 2022, more than 57,000 files and 150,600 rulings. Managing such volumes manually exposes you to delays and non-uniform criteria. That’s why we promoted EleccIA: which managed to reduce the preparation of draft resolutions from four hours to a few minutes, with traceability and standardized content,” he highlighted.
