Although Congress already issued a statement on November 2, informing that the server involved—who would belong to the Citizen Participation Office— presented his resignation letter the day before (November 1), the electoral authority insists on knowing the formal identity to determine responsibilities. Parliament also announced that it requested the opening of an Administrative Sanctioning Procedure (PAS), without prejudice to the corresponding civil or criminal actions.
Congress workers had links with Fuerza Popular
The investigation not only focuses on the worker who operated the camera, it also points to responsibilities Edwin Lévano Gamarrahead of the Citizen Participation Office, the office to which the official who resigned belonged.
The case has taken on greater relevance because Lévano Gamarra appears on the website of the National Elections Jury (JNE) as legal representative of Fuerza Popular and active member of the political organization, which suggests a possible conflict of interest.
On this point, Fernando Rospigliosi (who has given public statements on the subject) indicated that the internal investigative commission of Congress is determining how the equipment could be stolen from the institution. “That is precisely what is being investigated, how that chamber could be removed from Congress, whether it was with the permission of Mr. Lévano (…) or not,” he declared, adding that it will be determined if the sanctions correspond only to the worker or if there are others involved by action or omission.
Giovanni Forno disclaims responsibility
Additionally, the JEE Pacasmayo expanded the investigation to the Chief Congress Officer. The agency ordered to identify the person in charge who assumed duties on the day of the events, after the defenses presented by the owner, Giovanni Forno Florez.
Forno alleged that he was on vacation from October 23 to November 2, so the infraction would not be attributable or imputable to him. However, a JEE report indicates that Forno could have committed a functional omission by failing to comply with the Regulations on electoral propaganda, state advertising and neutrality. The resolution now seeks to identify Jaime Abensur PinascoParliamentary General Director, to whom Forno entrusted the functions of the Chief Officer during his absence.
