The interim president of Congress, Fernando Rospigliosirequested the Special Electoral Jury (JEE) of Pacasmayo to file the accusation against him for the improper use of a Congressional chamber in a proselytizing activity for Keiko Fujimori.
The legislator presented a defense in which he ensures that neither he, nor the Presidency of Congress, gave instructions to use the film equipment and that he was not aware that it would be used. Given this, he assured that there is no evidence that implicates him.
“If the underlying fact is not individualized and no link of participation or knowledge on the part of the president is demonstrated, then liability for neutrality cannot be projected against him,” he indicated.
The head of Parliament indicated that, as a result of this incident, his institution opened a sanctioning procedure against those found responsible. However, Congresswoman Ruth Luque presented a motion of censure against him.
The motion is protected by article 68 of the Congress Regulations, which allows members of the Board of Directors to be censured for not guaranteeing transparency and impartiality.
