Representatives from 23 countries participate in the 52nd International Seminar on Public Budget that began last night with an event in which President Luis Abinader advocated for transparency and efficiency in the management of public spending with a view to the comprehensive development of nations.
The conclave, which this year is being held in the Dominican Republic, will last until tomorrow at the Crowne Plaza hotel, and is organized by the General Budget Directorate and the International Public Budget Association (ASIP).
The objectives of the seminar, whose theme this year is “International geopolitics and taxation in times of global transformation”, are to improve budget design and financial administration in Latin American and Caribbean countries and will focus on topics such as fiscal sustainability, macroeconomic stability, economic growth and income distribution.
“A government plan without a Budget is poetry,” said President Abinader, citing his father, Rafael Abinader, whom he said was an expert in that area of public administration, since he was general director of the Budget when he was barely 32 years old.
He added that a budget is essential for good Government.
“This discussion is essential so that we can discuss the good cases, the successful cases in each of your countries in order to achieve much more transparency, more efficiency and effectiveness of the governments,” he stated.

José Rijo Presbotgeneral director of budget, highlighted the importance and interest of the Government in planning more strategic, sustainable and transparent budgets that improve the quality of spending, guarantee fiscal sustainability and consolidate confidence in public finances.
He said that the Dominican Government is working on modernization and institutional strengthening in various ways, in accordance with the challenges of new times and behavior of the world economy.
Jose Luis Arayapresident of the Board of Directors of the International Association of Public Budgets (ASIP), said that fiscal policy is “the axis that allows it to cushion social problems, so this seminar will try to respond to some of the problems posed by the current situation.”
Among the participating countries are Argentina, Chile, Paraguay, Port Rico, Costa Rica and Guate- badwhich will discuss their experiences in the management of State resources.
