The Minister of Institutional Relations, Gleisi Hoffmann, said this Wednesday (5) that the government is “definitely against” the bill that equates criminal factions with terrorism. 
“Terrorism has a political and ideological objective and, according to international law, it provides shelter for other countries to intervene in our country. We do not agree with that”, he said in an interview.
Bill 1,283/2025, authored by federal deputy Danilo Forte (União Brasil-CE), which equates factions with terrorismis being processed by the Chamber’s Constitution and Justice Committee (CCJ).
Gleisi recalled that the government has already sent a bill to Congress that brings a lot of rigor to the fight against factions, in addition to the Public Security Amendment Proposal (PEC) which, according to her, “has been slumbering for six months” in the Chamber of Deputies..
“The Chamber did not forward it. It is in the special committee and I hope that the rapporteur really investigates his report so that we can approve it as soon as possible to give us the conditions to carry out integrated operations”, said the minister.
The Anti-Faction Bill was sent by the government to the National Congress last week, as a matter of urgency.. THE proposal includes increased penalties for leaders and members of criminal organizations.
Already the PEC of Public Security it was sent in April by the government for analysis by parliamentarians. The text seeks to reduce bureaucracy and make the work of authorities in the fight against criminal organizations more efficient, including through bringing federal entities closer to the federal government.
