Former advisor to Wilfredo Oscorima was appointed director of Public Order in the Ministry of the Interior

Chess move. He Home Office appointed Richar Agustín Cano Pérez in the General Directorate of Public Order of the Vice Ministry of Internal Order. The measure was made official through Ministerial Resolution No. 734-2025-IN, of October 21, 2025, signed by the minister Vicente Tiburcio Orbezo.

The position, reporting directly to the Vice Ministry, is responsible for the formulation and supervision of national policies on public order, coordination with the National Police of Peru (PNP) and planning actions in the face of protests and social conflicts.

Before joining the Mininter, Cano developed his career within the PNP. He was director of Criminalistics and was a member of the Directorate against Corruption (Dircocor-PNP)a unit specialized in investigating crimes committed by public officials.

According to the National Registry of Degrees and Titles of SUNEDU, Cano Pérez has a bachelor’s degree and master’s degree in Administration and Police Sciences from the PNP Officer School, and a doctorate in Development and Strategic Security from the Center for Higher National Studies (CAEN), with a diploma of August 2024.

His career combines police training with public management, although his time in Regional Government of Ayacucho would have been focused on works and inter-institutional coordination, not on issues of security.

From anti-corruption to the Oscorima environment

In February 2024, Cano was appointed Advisor I of the Regional Government of Ayacucho under the management of Wilfredo Oscorima Núñezthrough Regional Executive Resolution No. 063-2024-GRA/GR, with a monthly remuneration of S/10,000 under the Management Support Fund (FAG) regime.

Sources from the Regional Government informed this newspaper that their job consisted of accompanying inspections and monitoring progress of public works. He had no office or staff in charge, although he had an institutional van to get around.

The twists and turns of life led him, some time after having joined an anti-corruption body, to work alongside someone who perhaps once investigated. Wilfredo Oscorimathree-time regional governor of Ayacucho, was convicted in 2015 of corruption crimes during his first term and was released after the Supreme Court annulled the sentence.

His three administrations have been marked by questions related to unfinished works, budget expansions and processes plagued by irregularities.

Since his return to office, in 2023, his management has once again been under the public eye. During that period—already with Cano as an advisor—the Rolex casewhich exposed the governor’s alleged loan of luxury watches and jewelry to then-president Dina Boluarte, in exchange for favors and budgets. The fact was revealed by investigative journalism and gave rise to subsequent proceedings by the Public Ministry.

Visits and double registration

Despite his appointment in Ayacucho, the state record of visits shows that between February and March 2024 Cano Pérez maintained income at Home Office and the Army of Peru as representative of the PNP Criminalistics Directorate.

On February 26, he entered the Ministerial Office of the Mininter, and on March 4, he visited the Army’s National Development Support Command, both with that accreditation. At that time, he was already listed as an advisor to the Regional Government.

During the following months, he registered meetings with the Ministries of Housing and Economy and Finance on behalf of GORE Ayacucho, linked to regional projects and budget.

The few public images of his time in the regional administration correspond to meetings of the Regional Citizen Security Committee (CORESEC). Although he does not appear as an accredited member, he participated in several of them, according to institutional records.

If their advice also reached the area of ​​security, the results were limited. According to official figures, Ayacucho is experiencing its highest level of victimization in more than a decade: in 2024, 29.6% of the population was a victim of a crime and 82% considered it likely to be so. Police complaints grew 64.6% between 2019 and 2024, and extortions quadrupled.

The regional citizen security report reports that, as of September 2025, 10,524 complaints were registered: more than 38 per day, more than 1.5 per hour.

Change of boss

On October 13, 2025, the Regional Government of Ayacucho issued Regional Executive Resolution No. 617-2025-GRA/GR, terminating Cano’s appointment. That same day, Governor Wilfredo Oscorima met at the Government Palace with President José Jerí, along with other governors.

After the meeting, Oscorima declared: “The country requires unity to get out of the problems. We governors support the president. Mobilizations have been called to destabilize the government. My land Ayacucho was the epicenter of terrorism and we never want to return.”

Eight days later, on October 21, Richar Agustín Cano Pérez was appointed general director of Public Order of the Home Office.

Precisely the area that he directs today is one of the most sensitive in the sector: the one responsible for coordinating police operations during mobilizations and protests. In one of the first marches against the government of José Jerí, a protester, Mauricio Ruiz Sanz, 32, was shot dead by non-commissioned officer Luis Magallanes. Several others were injured.

Cano Pérez, former anti-corruption officer and advisor to Wilfredo Oscorima, was dismissed from Regional Government of Ayacucho —but not before receiving “thank you and recognition for the services provided in favor of the regional entity”— on the same day that his former boss reappeared with President José Jerí.

Eight days later, he assumed the leadership in charge of maintaining public order in a country in turmoil and in the midst of a government that emerged from Congress.
