On March 15, 2022, Ecuador should have a new comptroller, but the Council for Citizen Participation and Social Control is behind in the election process.
Carlos Riofrío will continue to head the Comptroller’s Office. He was appointed as substitute comptroller by Pablo Celi, on July 5, 2021, when Celi was arrested and investigated by the The Towers case.
The process to elect the Comptroller’s highest authority has not yet started. Just last week, the Council for Citizen Participation and Social Control (Cpccs) modified the regulations to call the contest.
Due to this situation, Carlos Riofrio surrogate of the former comptroller Paul Celi which, in turn, was a substitute for Carlos Polit; he extended, in February, the doubt to attorney about what to do after March 15.
The response he received says: “in order to guarantee the continuity of the provision of services and institutional activitiesfixed-term officials who are part of the higher hierarchical level cannot be separated from the performance of their positionin the same quality they hold, until they are legally replaced”.
That is, the attorney gave the ‘green light’ for Riofrío to remain in office until the election process ends with the name of the new dignity that will take his post official way.
