Santa Marta launched the Mental Health Law, becoming a national reference in community care and emotional well-being.
Santa Marta became the first city in Colombia to implement Law 2460 of 2025known as the Mental Health Law, a norm that seeks to transform emotional well-being care in the country, amid growing concern about the increase in disorders associated with stress, anxiety and social violence.
The announcement was made during the I Territorial Meeting of Mental Health with a Gender Approach 500+ “Challenges of the application of Law 2460 of 2025 in Santa Marta”, a space that brought together academics, psychologists, local authorities and social organizations to analyze how to implement this public policy in the territories.

Beyond theory, the city shows tangible results. So far this year, more than 1,000 students and 450 people have received emotional support in the listening centerswhile mental health brigades have reached neighborhoods and communities where professional care did not previously exist.
Carlos Enrique Garavito, coordinator of the National Commission of Public Policies of the Colombian College of Psychologists, and one of the formulators of the law, assured that Santa Marta “He became a national reference because he understood that mental health is not resolved only by the hospital system.”but from the community, with a gender focus and early prevention.”

During the meeting, Experts addressed problems such as school bullying, domestic violence and the effects of work stress. The urgency of creating protective environments in homes, schools and workplaces, where prevention is a priority and not a delayed response, was also emphasized.
The application of this law in Santa Marta opens a path that other municipalities will have to follow. For now, the city is consolidating itself as a social laboratory where mental health is no longer a taboo topic. to become a matter of public interest and citizen right.
