After a session of more than 5 hours, the proposal was generally approved with 358 votes in favor; 133 votes against and zero abstentions. For tomorrow’s Wednesday session, readjustments to this budget are expected, for at least 18,000 million pesos, through presentation, discussion and voting in particular, especially due to reservations that the Morena bench will present.
“The opinion that you have in your hands was not applied with respect to the proposal sent by the Executive, but this does not mean that it is not unalterable. On the contrary, this is the opportunity for in this room with the participation of the 500 legislators, the debate to be enriched, reservations to be expressed and adjustments to be made that the majority of us consider pertinent,” said the president of the Budget Commission, Merilyn Gómez.
Kenia López Rabadán, president of the Chamber, reported that the articles and annexes of the opinion have reservations in their entirety.
Less for Safety and Recreation
The approved proposal proposes fewer resources, by functional classification, for National Security by 461 million pesos compared to what was approved for this year, which means -3.7% in real terms. In the midst of a political and security crisis after the murder of the mayor of Uruapan, Michoacán, Carlos Manzo, on November 1st. Meanwhile, for the Public Order and Internal Security function, 11,120 million more are expected, which represents an increase of 17.6%.
“In terms of Security, Public Order Affairs and Internal Security and Justice, a little more than 343,000 million pesos will be allocated to enhance the civil, technological and operational capabilities of the Mexican State,” added Gómez.
“However, the tragedy of the weekend in Michoacán, in Uruapan, this ruling has 10,000 million pesos less in public security for the entire country. It also has a cut of 0.7% in real terms of the Public Security Contributions Fund, where precisely all municipalities have resources,” explained Héctor Téllez Hernández, deputy of the National Action Party (PAN).
Also, for the year in which the 2026 Soccer World Cup will be held in the three main cities of Mexico, the Recreation, Culture and Other Social Manifestations function will have a reduction of 1,968 million pesos, which represents a decrease of 11.9% compared to what was approved for 2025. Meanwhile, spending for Tourism will be 24 million less than this year, which represents a decrease of 2.1% in real terms.
For the Transportation category, 4,115 million pesos less are expected, that is, a reduction of 5.2% in real terms, compared to what was approved for this year.
