The Provincial Municipality of Huancayo imposed a fine of S/20,600 on the district commune of Pilcomayo due to the accumulation of garbage in its streets, after a new inspection carried out by the Huancayo Public Services Management. This was reported by Jhansell Espinoza, manager of the area, who explained that the sanction responds to complaints filed by the OEFA, the Public Ministry and residents of the area.
Critical points
During the inspection, more than 30 critical points were again identified with the presence of solid waste and vectors such as rats and insects, which represent a direct risk to public health. The fine corresponds to four UITs, accumulated by two previous sanctions. The first fine was also two UIT, the payment of which has not yet been made, despite the fact that the municipality of Pilcomayo presented an appeal that was rejected.
Espinoza specified that the case has already been referred to the Public Ministry, which will reiterate the complaint for the alleged crime of environmental contamination. In addition, he pointed out that the state of emergency declared by Pilcomayo responds to the lack of an authorized place for the final disposal of waste, and that attempts at dialogue to reach a tripartite agreement with other municipalities were exhausted.
On the other hand, the Municipality of Huancayo also inspected the district of El Tambo, after receiving new complaints for the lack of timely garbage collection, especially in its annexes, where the largest accumulation of waste is concentrated.
“We have once again had complaints from the district municipality of El Tambo; they have already been asked to correct this situation. Their main weakness is the annexes, where garbage accumulates and is collected only once a month,” Espinoza indicated.
The official explained that, although the El Tambo commune has implemented strategies to minimize the impact, difficulties persist in waste management and supervision of critical points.
“It was verified that these sectors must improve their management and cleaning, especially in the annexes, where the greatest problems are concentrated”he added.
