Police release profiles of the dead; 17 had no criminal history

The Civil Police of Rio de Janeiro released late this Sunday night (2) the profile with images of 115 of the 117 people killed in Operation Containment, carried out last Tuesday (28/9) in Complexos do Alemão and Penha, in the north zone of Rio de Janeiro. The report was made by the General Ombudsman’s Office of the Public Defender’s Office of the State of Rio de Janeiro.Police release profiles of the dead; 17 had no criminal history

According to a note distributed to the press, “more than 95% of those identified had a proven connection with Comando Vermelho and 54% were from outside the state. Only two reports resulted in inconclusive examinations.”

The Civil Police describe that 97 of the people killed “had relevant criminal histories”. Among those killed, 59 had “outstanding arrest warrants.

The official statement admits that another 17 “did not present a criminal history”, but according to subsequent investigations, “12 showed signs of participation in trafficking on their social networks.”

The list names the people killed as “neutralized” and notes that 62 of these are from other states: “19 from Pará, 9 from Amazonas, 12 from Bahia, 4 from Ceará, 2 from Paraíba, 1 from Maranhão, 9 from Goiás, 1 from Mato Grosso, 3 from Espírito Santo, 1 from São Paulo and 1 from the Federal District.”

Police report says that in Rio de Janeiro there are “chiefs of criminal organizations from 11 states of the Federation, from four of the five regions of the country.” The main target of the operation – Edgar Alves de Andrade, known as “Doca”, leader of Comando Vermelho (CV) – remains free after six days of the police operation.

None of the dead people had been reported to court by the Public Ministry of the State of Rio de Janeiro. THE Rio de Janeiro Bar Association created an observatory to monitor investigations into law enforcement by the Civil and Military police during Operation Containment.

Minister Alexandre de Moraes, of the Federal Supreme Court (STF), has five meetings scheduled this Monday (3) with authorities from Rio de Janeiro and Rio de Janeiro. Starting meetings with the governor of the state of Rio, Cláudio Castro, and his Public Security assistants.

  1. Governor of the State of Rio de Janeiro, together with the Secretary of Public Security of the State, the Commander of the Military Police, the General Delegate of the Civil Police and the Director of the General Superintendence of Scientific Technical Police, at 11:00 am;
  2. President of the Court of Justice of the State of Rio de Janeiro at 1:30 pm;
  3. Attorney General of the State of Rio de Janeiro at 3:00 p.m.
  4. General Public Defender of the State of Rio de Janeiro at 4:30 pm.
  5. Mayor of Rio, Eduardo Paes at 6pm.

Yesterday, Alexandre de Moraes determined the “rigorous and integral” preservation of the elements materials related to the execution of Operation Containment.
