As part of the global effort to meet the objectives of the Paris Agreement, Mexico will participate in the climate change summit in Brazil (COP30) with a new Nationally Determined Contribution (NDC), which highlights the integration of the loss and damage component that populations have in the face of increasingly extreme weather phenomena.
Experts from environmental organizations highlighted this initiative, because “no other country” had included it in its policies to address the impacts of climate change.
Pablo Ramírez, head of climate and energy campaigns at Greenpeace Mexico, pointed out that negotiations have usually focused on how to reduce greenhouse gases (mitigation) and how to deal with the impacts of climate change (adaptation).
Hence the relevance of including a new component in the new NDC 3.0, since this has been a discussion for a long time in previous United Nations conferences. The “loss and damage” proposal, he explained, implies a fund financed by the most industrialized countries to be allocated to the nations most vulnerable to climate change.
Renata Terrazas, Executive Director of Oceana, agreed that it is a positive initiative, although she stressed that what is relevant will be how Mexico will implement it within the national climate and social policy.
He explained that coastal communities, people who live off the countryside and the sea, face a series of losses and damages from oil spills and extractive activities, but their attention is “very limited” and there is no adequate compensation.
“We know that it is coming, but not in what dimension, this reparation for losses and damages. If they address it with a sufficient budget and with appropriate public policies, it will be extraordinary.”
