Aero Express FZE is not a manufacturer of the Antonov AN-74, and the device that applied for the OGAF contest is second-hand, when the process specifications indicate that it must be a new machine.

In a report dated October 29, two days before the OGAF announced Aero Express FZE as the winner, the PNP Colonel William Díaz Ríos and PNP Commander Johnny Maldonado Veraboth airplane pilots, on behalf of the Police Aviation Directorate (DIRAVPOL) issued a technical report in which they expressly indicated that the aircraft proposed by Aero Express FZE did not comply with at least 12 technical specifications.
DIRAVPOL is the user entity of the plane that the OGAF has just purchased from the Ministry of the Interior, and this is due to a directive from the same office, which empowers the head of the OGAF to decide the contracts. DIRAVPOL only issues opinions that are not necessarily taken into account, as in the present case, according to the provision.

The other two participants in the process were the Italian company Leonardo, which offered the C-27 Spartan model, -the Peruvian Air Force has four copies that are currently operational-, and the Brazilian company Embraer, which offered the E175-E1 model. The Italians were quoted at US$84.9 million and the Brazilians at US$60.2 million.
Among the 12 specifications that the Antonov AN-74 model fails to comply with, according to the DIRAVPOL specialists’ report, the most notable are:
- The plane must take off and land on different runways with a payload capacity of 6,700 kilos or more in all regions of Peru and if necessary in foreign territories.
- The plane must operate at airports and airfields located at more than 4,200 meters above sea level.
- The aircraft must carry out VFR (Visual Flight Rules) and IFR (Instrument Flight Rules) flights, as well as precision instrument descents and RNAV instrument procedures.
- The plane and its systems must have state-of-the-art navigation equipment.
- The aircraft must have a state-of-the-art avionics system installed.
- The plane must have a new propulsion system.
- The aircraft must take off and land with the ability to operate at altitude.
By not complying with these technical requirements, it is evident that the Antonov AN-74 aircraft is not fresh from the factory – impossible because Ukraine is at war with the Russian Federation and the model has not been manufactured since 2004according to the same company – but it is most likely a second use. The OGAF documents do not specify the origin of the aircraft offered by the United Arab Emirates company, Aero Express FZE.
Sources from the Ministry of the Interior indicated that representatives of the Institutional Control Office (OCI) of the Ministry of the Interior participated in the acquisition process to guarantee the transparency of the process. But we will have to wait for the report, since on other occasions the OIC has questioned the procedure applied by the OGAF.
On the other hand, DIRAVPOL sources expressed disappointment at the result of the selection carried out by the OGAFsince they warned that of the three offers presented, the one that least fits the technical requirements is the proposal presented by Aero Express FZE.
