Is Hoy No Circula suspended for the Day of the Dead?
No. At the moment the suspension of the program in the Valley of Mexico is not planned. So, if you plan to visit cemeteries, participate in activities for the Day of the Dead or attend a Halloween party, it is best to check the circulation calendar before leaving.
As it is the first Saturday of the month, half of the vehicles with hologram 1 must rest from 5:00 a.m. to 10:00 p.m. Here we tell you the details so that you avoid fines and your plans are not ruined.

Cars that will not be able to circulate this Saturday, November 1
According to the official calendar this Saturday they will not be able to circulate:
-Vehicles with hologram 1 and plates ending in an odd number (1, 3, 5, 7, 9).
-Cars with hologram 2, regardless of the final license plate number.
-Vehicles with foreign license plates, regardless of hologram or finish.

-Vehicles with 00 and 0 hologram, generally newer or low emissions.
-Electric and hybrid, exempt from the program to promote the use of clean technologies.
-Cars with hologram 1 and plates ending in even numbers (0, 2, 4, 6, 8).
Will there be Double Hoy No Circula this Saturday?
No. The Double Today Not Circulating measure is only applied in case of serious environmental contingencies, and this Saturday, November 1, its activation is not contemplated.

From July 1, 2025, the measure also applies in Toluca and Santiago Tianguistenco, where the restrictions go from Monday to Saturday for cars with holograms 1 and 2. However, fines in those areas will begin to apply until January 1, 2026.
The fines
Not respecting the program can cost you between 2,262 and 3,394 pesos in 2025, equivalent to 20 to 30 Measurement and Update Units (UMA).
How Today It Doesn’t Circulate Saturday works
Hologram 2: does not circulate on any Saturday of the month.
Hologram 1: depends on the final plate number.
Odd ending → first and third Saturday.
Even finish → second and fourth Saturday.
Fifth Saturday of the month: only cars with hologram 2 and foreign plates rest.
