The ungrouped congressman Edward Malaga Trillo has requested explanations and immediate actions from the national head ofl National Registry of Identification and Civil Status (RENIEC)Carmen Velarde Koechlingiven the “leak” of sensitive data from the electoral roll, including addresses and fingerprints of millions of voters.
The parliamentarian’s request is based on the alerts about the exposed data that were made public through social networks, the parliamentarian pointed out that the violation of the data protection law by the State itself is “unacceptable.”
The letter sent by Málaga Trillo highlights that the alleged exposure of data directly violates Law No. 29733 (Personal Data Protection Law) and a document where the Ministry of Justice provides an advisory opinion on the subject.

This advisory opinion establishes that “the publicity of the electoral roll is limited to specific stages and purposes of the process and excludes the dissemination of addresses and fingerprints.” The congressman emphasized that Reniec cannot hide behind the Organic Law of Elections to violate the data protection standard.
In addition, Málaga asked the entity for a detailed report confirming the incident, a record of the incident report to the National Authority for the Protection of Personal Data (ANPD) within 48 hours and a mitigation plan to ensure that addresses and fingerprints are excluded from the registry in the future.
The parliamentarian asked the entity to refrain from any new dissemination of the registry that contains sensitive data and, if the incident is confirmed, to issue a public transparency notice to guide citizens “on how to exercise their Arco rights (Access, Rectification, Cancellation and Opposition).”
