The Comptroller General of the Republic launched an investigation National Registry of Identification and Civil Status (Reniec) after publishing the initial registry on its platform with the names, surnames and addresses of all the citizens who will vote in the General Elections 2026.

The publication of the initial registry by Reniec caused concern to citizens because their personal data would be exposed in the midst of the crisis of citizen insecurity facing the Peru.

However, the institution assured that this publication is due to the fact that it is “a legal, mandatory and transparent process, of a public nature, established in Law 26859.” This statement caused discontent among social media users, who warn that their personal information is at risk.

According to the Reniec statement, the Initial Register List (LPI) includes the following information for each citizen: names, surnames, DNI number, photograph and digitalized signature, as well as the district, province, department and voting table. In that sense, they indicated that this allows “the electoral information to be verified and helps to guarantee a clean and reliable process.”

Reniec rules out database violation after publication of the initial electoral roll

The spokesperson of Reniec, Manuel Chuquillanquiassured that the publication of the registry serves as an element of transparency for the 2026 Elections and stated that “it is not access to the database, it is a web service that allows you to see part of the registry in a very limited way.” “There has been no violation of Reniec’s database,” he said in an interview with Canal N.

Along the same lines, when he was consulted about the exposure of data in the midst of the high wave of crime, Chuquillanqui mentioned that Reniec “is no stranger to the context in which we live” and that security measures are being taken for the system. In addition, he highlighted that the registry cannot be downloaded or copied.

The spokesperson for the electoral body stressed that an insecurity measure that has been implemented on the Reniec portal is the placement of the date of issuance of the DNI of the citizen who wishes to verify their data. Likewise, he said that the time spent on the web has been reduced to 1 minute per query and IP access; That is to say, as Chuquillanqui indicated, “a person cannot access the information provided by the service multiple times a day from the same IP.”

On the other hand, the spokesperson for the electoral registry announced that Reniec has promoted a bill to remove address information from the electoral registry.
