The governor of Rio de Janeiro, Cláudio Castro, asked the National Secretariat for Penal Policies (Senapen), an agency of the Ministry of Justice, this Tuesday (28), to transfer 10 inmates held in Rio penitentiaries to federal prisons. 
They would have led the actions from within the prison that culminated in chaos in the city, leading to the blocking of lanes, with the hijacking of buses in various parts of the city.
Earlier, Castro spoke with the Minister of the Institutional Relations Secretariat of the Presidency of the Republic, Gleisi Hoffman, and with the Minister of the Civil House, Rui Costa, about the operation carried out today in the Complexos do Alemão and Penha.
THE Operation Containment resulted in 64 deaths, including four police officers, in addition to 15 injured civilian and military police officers. 93 rifles were seized, in addition to 86 arrests of suspects.
Castro said that he was always very well received by Minister Gleisi and Minister Rui Costa. “He offered me help from the federal government and we started talking again tonight.”
The governor said that he will first talk to Rio’s Secretary of Security, Victor dos Santos, to speak again with Rui Costa.
“We need to talk once again to understand tomorrow’s steps [29]. I don’t believe that security is achieved through politicization. So any help that the federal government wants to give within what we need will be welcome.”
Castro said that there was no precipitation in today’s action, with the criminals’ reaction. The governor said that the action was to comply with court orders and an investigation lasting more than a year that had been planned for 60 days, including the presence of the state Public Prosecutor’s Office. All ADPF precepts [Arguição de Descumprimento de Preceito Fundamental] were complied with and we knew there could be a reaction from criminals in the region.”
The operation is not over yet. This evening, Bope agents exchanged fire with criminals in the forested area in the town known as Vacaria, in Complexo do Alemão.
Rio Ônibus reported that 71 collectives were used as barricades in various parts of the city throughout the day to prevent the actions of State security forces.
