The Prosecutor's Office accused the former governor of Quindío Amparo Arbeláez of four crimes

The process is for alleged irregularities in transferring public property to the Abrazar Association.

A prosecutor delegated to the Supreme Court of Justice formally accused the former governor of Quindío, Amparo Arbeláez Escalante, as possibly responsible for the crimes of prevarication by action, contract without compliance with legal requirements, procedural fraud and embezzlement by aggravated appropriation.

The former president is accused of processing an ordinance before the Departmental Assembly, which allowed her to transfer assets and celebrate a contract for the free transfer of public property of 19,527 square meters with the Abrazar Association.

In that sense, the delivery of the land to the private entity materialized with the public writings 2686 of December 12 and 2853 of December 29, both from 2007. These documents were registered in the Public Instruments Office on January 4, 2008.

The transferred property, located in the municipality of Calarcá (Quindío), was intended to put the headquarters of the benefited association into operation. and included the Guillermo Jaramillo Palacio soccer stadium, ignoring the departmental ordinance that did not authorize the transfer of the sports venue, as argued by the accusing body.

However, in the course of the investigation it was learned that the individual took advantage of the facility and assumed its administration. By court order, The stadium was returned to Calarcá on April 28, 2022.

The attorney representing Arbeláez Escalante, Edwin Anmanyer Rojas, indicated that this criminal process It is a reproach that the owner of the action makes to the accused for thinking about the most disadvantaged children in Quindío. He stated that he never profited from that transferred lot.

“This is hundreds of children and families who today do not have an interdisciplinary service, which they did have years ago. This service had physiotherapy, social work, psychology, dentistry and other specialties that were provided free of charge back then and not today. In other words, it is not provided by the State and the individual who provided it is also being persecuted by the same State. In other words, my client did not profit from that transferred lot,” the defense lawyer argued.

The legal professional expressed that this process will be seen as unfair before the Supreme Court of Justice. “This process can be described as unfair. and this will be seen before the Supreme Court of Justiceso we will surely have a ruling that will favor the interests of the person I represent here,” said Edwin Anmanyer.

According to the Prosecutor’s Office, as a result of these actions, other possible anomalies were revealed, such as the authorization that was given to transfer a property for public use to a private entity, that really belonged to the municipality and not to the departmentan aspect that generated a capital loss of more than 12.1 billion pesos.

Likewise, the investigating entity pointed out that there is an absence of studies of convenience for the donation of the property and inconsistencies in the documentation and requirements presented to the Office of Public Instruments of Calarcá, situation that allegedly misled the officials who protocolized the tradition of the property.

Lawyer Edwin Rojas pointed out that, for the first half of next year, they will be summoned to a preparatory hearing.
