A Panorama report revealed the existence of an alleged network of corruption and organized crime that would have penetrated the municipalities of Comas, Ancón and Carabayllo. The investigation details how three mayors of Lima Norte would have maintained ties with the criminal leader Adam Smith Lucanoknown as “The Hunchback”.

The report shows that the Hunchback wove a system of favors and illegal payments that allowed him to control municipal permits, concerts, fairs and public works. In one of the broadcast wiretaps, Lucano boasts of giving “his little money to the doctor,” a nickname with which, according to the investigation, his operators referred to the mayor of Carabayllo, Pablo Mendoza.
Mayors denied links with ‘El Hunchback’
In the case of CommasMayor Ulises Villegas appears mentioned in telephone conversations where reference is made to a soccer championship sponsored by his administration, which would have served as a scene of confrontations between members of the criminal organization. Panorama also revealed that the work “La Chancadora”, inaugurated by Villegas, would have been linked to the collection of quotas by the criminal network.
The audios also record the way in which the Hunchback boasted of having influence over the Comas Police, ensuring protection for his illegal events and businesses. Furthermore, one of his collaborators, Braulio Baltuano Vásquez, acknowledged in an intercepted call that he had “people inside” the Municipality of Carabayllo, which guaranteed him impunity to operate.
Meanwhile, in Anconthe evidence points to a recorded meeting in which one of the Hunchback’s lieutenants, nicknamed “Crazy Alan”, offered to ensure the execution of a water and sewage project in the Villas de Ancón area. According to a protected witness, the alliance between Mayor Samuel Daza and the criminal group would have been sealed through favors and political support.
After the broadcast of the report, the mayor of Ancón called the journalistic program and indicated that he would also initiate legal action against the journalist and the director of the program. He assured that water works can only be called by law and that the district municipalities did not participate in the contracting.
The report concludes that the three municipalities in northern Lima would have operated as extensions of the power of the Hunchback, who is currently imprisoned, but would continue to manage his businesses through local operators. Despite the evidence presented, the three mayors deny the links and continue in office, while the Prosecutor’s Office has requested preventive detention for 25 involved in the network.
